You have Kuroikazuchi to just let you draw, Shinatsuhiko to swing for 12k (not as useful as it sounds the extra +3k may or may not matter, but at least it’s lower priority for boosters), Obligate Robin to just look at the top two cards and put one in your hand…I guess if you’re worried about swinging for power, you can run Tankman Mode Beamcannon in place of the Shinatsuhiko? The G2s available as of the Stride era for OTT are pretty solid. If you can’t get one, then you can probably do a Magus deck really cheap, although to answer the question you actually asked: yes, you can do a pretty solid Stride-based deck with Susanoo, especially if you go all in on Striding it up. My initial reaction is that yes, you can build OTT without Toms, but it depends on why you aren’t running it.
